Abstract

This paper analyzes the nature of regulations and the way in which users understand them. It also discusses the methodology under which transportation accidents and incidents in Argentina are explained and modeled in terms of compliance with Law 27514.

Throughout the article, we discuss the deep-rooted belief that a regulation exists only to be complied with. On the contrary, it is argued that a rule is created, conceived and revised to become an effective tool to achieve a specific objective.
