Abstract

USOAP (Universal Safety Oversight Audit Programme) audits have highlighted that many States lack the necessary resources to investigate the full range of aviation accidents and incidents or to conduct comprehensive analysis of the data obtained from these events. For these States, establishing a cooperative investigation mechanism would provide access to qualified investigators, technical resources, training, and support, which could be the only viable solution for implementing an effective investigation and prevention system. This paper examines the role of cooperative networks in enhancing safety. In this regard, it views transportation from a transnational perspective, interconnecting state, regional, and global levels.

The body of work includes case studies at each of these levels, starting with problem identification and progressing to cooperative solutions aimed at overcoming these challenges.
